Darth Maul
Darth Maul was one of the most skilled warriors in the history of the Jedi Order and his preferred form of Lightsaber combat was form 7: Juyo.
By the age of what Maul thinks is 13, Maul has already mastered several martial arts.
In the same comic he also contends with Grievous, declaring himself as more than a match the the General.
Also, he's able to briefly contend with the combined might of Aayla Secura and Mace Windu, even knocking Secura out with one kick.
Note: I would have loved to have seen Maul vs Windu in TCW, would have been a truly epic fight.
In one of the best fights of the Star Wars saga, Maul bests and out manoeuvres the combined might of Padawan Obi-Wan Kenobi and the Legendary Jedi Master Qui-Gon Jinn.

A clone of Darth Maul bests an out of prime Darth Vader. While it was a clone, I do feel that the clone shared similar abilities to Maul, as the Starkiller clone did with Galen Marek and Boba did with Jango.
Darth Vader
Vader is a master of a Hybrid form which uses elements from every lightsaber form, mainly Juyo, Makashi and Djem-So.
He has been called a master duelist with unparalleled skill.
Both are extremely talented duelists, though someone does get a clear edge here, though it is a slight one. While Vader could no doubt hold his own as far as bladework is concerned, he just can't land a killing blow on someone like Maul by bladework only, whereas Maul can.

Darth Maul
Darth Maul is a very powerful and underated user of the force.
He's defeated General Grievous with his use of the force. This is impressive because Grievous has been known to tank missiles and even dodge force attacks.
Maul has shown to be able to dominate Obi-Wan Kenobi with the force, though when not caught off guard Kenobi can defend, in my opinion.
With his brother Savage Oppress, Maul hurls armies of people.
Impressively, Maul has also collapsed a cave and pulled a space ship.
Darth Vader
Darth Vader was a powerhouse in the force and easily one of the most powerful force users in history.
He's pushed beasts that dwarf him in size casually in with the force, even killing one by casually beating it with a tree.
He's collapsed ceiling, walls and has shown surgical precision with his use of the force, even targeting organs. He's also destroyed Tie fighters and giant robots with ease.
Finally, he's collapsed a Cathedral on top of himself.
While not severely behind in force power, Maul just doesn't have what Vader has. Vader has much more precision and is much more strategical with the force.
Force Abilities = Darth Vader
Physical Abilities
Physically, they're on par. Vader has endured lightsaber hits while Maul has survived being cut in half.
Vader has sent his fist through steel, while Maul has ripped through the torso of Wampas, creatures who have tanked blaster fire. What sets them apart is speed and agility, which Maul has an obvious advantage in.
Physical Abilities = Darth Maul
Conclusion:
The fight would likely start as a lightsaber duel, where Maul would soon start to get an advantage due to superior martial art skill and speed. When this happens Vader isn't likely to just put up a stonewall defense with his blade, he's likely to fall back on his force abilities. While Maul isn't dwarfed here, Vader does have a clear advantage. The initial attacks wouldn't phase Maul much, but it would eventually start to get tiresome.
Although it would take everything out of him, I do think that Vader is the likely victor here, after a truly epic fight.
