The Council is giving you an option on your rank however. If you can find a Master who is the rank of Master or above than you can start as a Jedi.

If you are unable to then you will need to start at Student Rank (as knights need to teach someone from student to Knight to qualify for Masters.)

ravens basicaly saying; if he wants to start at jedi he has to find some1 who is abouve the rank of master to teach him, because if a knight taught him, they wouldnt get the benefit of taking master when ent reaches knight , but if ent goes back to student then the knight who trains him is eligable to take his masters, when council invites that paticular knight.
