I have never observed dizzy doing anything that warrants a ban. Sure he's annoying and can get people the wrong way but i don't know why 'banning' is coming up when no other admin action has even been attempted from what i can tell here.

Considering I despise trolls and utterly hate annoying mindless imbeciles, I would have to vote YES on banning him from the server. I am sick of ignoring him every map. I've seen Yama and his struggles with him, and to be perfectly honest I don't blame Yama one bit. He makes me want to rip my own hair out, and I will give the reasons too.
1. He does not listen.
2. He always kata spams in duels and FFA.
3. He always talks smack back to us all as if we were his children.
4. He is never fighting, and as Yama and myself said he kata spams in Duels and FFA.
5. He will not shut the hell up for once...

These are the five reasons why I agree with Yama, so I vote +1 on this pole.

Your missing the point. We are not looking for a reason to ban, only answering the question of how to deal with him when he upsets others.
To save page flipping I'll quote that: -

It isnt a problem, I was just stating that's all he does. He does not duel or train or anything he has been playing this game for years and would fail our jedi trial. As Jaw said I am not looking for a ban I am looking for a way of dealing with him that is consistent for us all. /ignore is not possible admin cannot ignore i will ignore when other admins are present. I was thinking more along the lines of stopping him sharing his totally inappropriate life situation with the masses, when he is rude he is silenced, when he is slept he ignores you and wont respond. this should equal a kick and a reinforcement of unacceptable behaviour. He will not respond to me at all regardless of circumstance. the biggest point is his behaviour is unacceptable and I feel everybody just lets it slide. No more and no longer will I allow negative behaviour on his behalf upset visitors. If he chooses to ignore and not listen then it escalates.

Side point: when you sleep a person it's not only to protect others from them but so you have their complete attention. If they refuse to attend you may kick them after reasonable warning. Think "resisting arrest".

Dizzy is usually nice to me, probably because i don't talk all that much.

but i do see him lame and consistently flame, and whenever he's just rambling, i usually ignore it all.

I think if you create conflict with him, you're only going to get conflict back.
