Hm, never had that problem. Do you have a bounty?

Otherwise, I'd say console commands, if you're playing on PC.

No bounty, they aren't mad at me and I am an imperial legionnaire, they just outright attack me for no reason.

Ive tried the console command for getting NPCs to stop attacking me, but either it doesn't work or there's just too many agros {this is like 15 guys becoming my enemy at once lol}

I think I've had that issue once before, and I can't quite remember how I managed to fix it, if I was able to fix it. It could be a mod, or possibly a corrupt save. Either way, I usually end up restarting the game from scratch.

Try looking on the ES forums, there might be a fix, or something you can do.

Edit: @Fal 1695 hours >:D

You should deactivate that civil war mod. You could use the resetquest console command in the console for that specific battle. You could restart the entire civil war by doing that since the battle of whiterun is like right after the first part of that quest. Or you could skip that entire battle using console commands. Uninstall that mod completely, don't just deactivate it in the NMM if you use that. Go into your data files and manually delete the files that came with the mod. Be sure to keep doing clean saves while you're doing all of the above if need be. I'm not sure what that quest ID is for the console commands so you'll have to look it up but that usually fixes everything for me.
