i have a question, any idea why i cant access to this website?

In a cmd prompt try "tracert
www.l3git.com" to see the connection path, you may be able to identify how you're being blocked, as in, which IP address times out, and see what country that is in. I blame the government though!
If
www.l3git.com doesn't resolve (DNS server blocked too) use it's IP of 66.147.240.155 in the tracert.

here is a strange thing tho,Jawfin,i admit i cannot enter to it when i am at home,but i can enter to it when i am at College(Doğuş Universty) how come it is possible? and my ISP is Turk Telekom

I couldn't say. Is that the same ISP your college uses?

i dont think it is the same ISP,Jawfin,i havent checked at there,i have realised mine was Turk Telekom yesterday =/
i think it is a different ISP like Superonline
