It's twice as big as it needs to be.
But, if some smart-alec looked at the URL where you got the image from: -

They'd conclude it's half full.

Looks like a metal trim in the middle with slightly thicker glass on the bottom, to give the illusion.
But if we're talking about perception, it could be way more complicated than that.
Provided it somehow was filled at exactly 50% of its capacity, it depends what it's filled with. If it's my favorite drink in the world, seeing it as half full is a good thing. If it's filled with the most disgusting flavor know to man, half full would be a bad thing.
I need more parameters.

I'd say that glass would be considered
typical glassware. In fact, I'd say the original image came from
here although it's been used in many places

hmmmmm i would say if i just filled the glass its half full if i just drank 50% of it its half empty.....for me

You win the game for providing the correct answer.
Debating if 50% of the glass is full or empty is irrelevant, what matters are the circumstances around it - the event that MADE the glass half empty or half full.
Which in case of drinking the glass to 50%, half empty, or filling the glass to 50%, half full.
Optimist: Half full.
Pessimist: Half empty.
Wisdom: Depends on the circumstances that made it what it is.

Despite that, I'm still going with my original answer, being: that the glass is twice as large as it needs to be.
