Computer won't turn on

Alright so I had a power outage last night and my desktop would fliker on then off after hitting the power button. Not sure what's going on. I tried going straight into the outlet and it didn't work. The outlet is getting power though cause everything else works. I also removed and reattached the CMOS battery cause that was my problem before. I haven't tested it yet cause I sprayed canned air to get some dust out and some moisture came out and hit my cpu fan so I'm kinda scared to start it again. Wanted to see if anyone had any advice. x(

could be a short circuit somewhere
